How to write the prompt

The image already says what is in the scene, so the prompt should say what moves and how the camera moves: “her hair moves in the wind, slow push in”, “the city lights flicker, static camera”. Keep it to one action. If you want the person in the photo to dance or do a specific move, use Kling Motion Control with a reference video instead.
